Here is a review of two new books on executive war-making power. I haven't read either one, but I find it hard to believe, as the reviewer suggests, that Garry Wills got the better of John Yoo in argument. Wills has never impressed me as a thinker, though he is unsurpassed (except possibly by Garrison Keillor and Andrew Sullivan) as an emoter.
