It's easy to sit in judgment of presidents, especially those who make momentous decisions under conditions of uncertainty. Think of Abraham Lincoln's critics during the Civil War. They now look petty and myopic. One wonders whether either the author or the reviewer of a new book about Al Qaeda would have done any better than George W. Bush at conducting the war on terror. Probably not.
