On cold, rainy days, I worry about dogs, not cats. Most cats live inside; many dogs live outside. No cats are kept in back yards. No cats are tied to pet houses with ropes or chains. Outdoor cats can find a dry, cozy place to curl up. It should be illegal to tie a dog to a fence or pet house.
